The third edition came out as part of "The Networking CD Bookshelf,"
which Pete cited. The fourth edition hasn't come out on CD-ROM
and probably won't. The main reason it won't is to protect copyright:
After the third came out on CD-ROM, it ended up on several web sites.

The fourth edition is available on Safari, O'Reilly's online technical
book site. If you're interested, see safari.oreilly.com.

I feel bad that there isn't something more useful to you. I think it'd
be great to offer an electronic copy of the book as an option when
you buy the print edition (or vice versa), but there are technological
obstacles to doing that securely.

I hope this helps.
