Trouble with DNS propagating

A common cause is stale glue, i.e. the old name was registered
as a name server with the parent nameservers.

No if it is done correctly it will take some combination of the
values in the SOA to propagate at most. This could be between a
few minutes and several days. Alternatively if you use notify it
should have happened already.

Tell us the domain name, and the IP of the ISP's DNS server and
we might be able to help, otherwise go read a book, DNS and BIND
is good.
