PGP necessary for BIND 9.X ?

You don't need PGP to install BIND. Though you probably should install
PGP anyway. The PGP checksums give you a way of verifying that the
contents of the BIND tarball have not been tampered with since it was
created by ISC. And since that PGP checksum is "signed" by ISC, you
can be sure that what you have downloaded is what ISC created.
