	I think you will find that you will want the link brought up
	on DNS traffic.  DNS traffic invariable proceeds other kinds
	of traffic unless you use raw IP addresses.  Also you may want
	to upgrade to BIND 9.2.1 as it delays querying the root NS
	list as long as possible.
