slave serial number keeps increasing

I'm running BIND 8.3.1. I increase the serial number on the master, HUP
named, and restart named on the slave so it will get the new data. It does
this, but the slave always increases its' serial number higher than the
masters, thus not updating during future master data modifications. Any
thoughts?
