refused zone transfer with hyphen in domain name

They were just registered this morning, so haven't made it to many
(any?) of the .ca servers yet.  The master is 204.191.209.40.  Both
zones are loaded in the master, and infact I can 'dig @ivcf.ca
+norecursive axfr inter-varsity.ca' from the slave and get a proper
response.  This is part of what makes me wonder if this is a bug or an
incompatibility between bind 8 & 9.
