No - the FR servers "should not" return an SOA for this zone,
the one that does is configured to provide recursion to all
addreses, which is bad practice. TLD admins should know better.

The zone appears correctly delegated and is handled fine here
with BIND 9.2.2rc1.

What precisely do you mean by "not cached"?

Think you need to look closer to home for a problem, or brave
dumping the database when a problem occurs to see what is stored
for the various nameservers and the zone.
