Downloading the Nov 2002 named.root file

BIND9 doesn't need a named.root.  the root-servers are in the named 
binary.  12 reachable of 13 root-servers is sufficient for your BIND to work.

This won't fix your problem, but make your own hints zone file:

dig @198.41.0.4 . ns > named.root
