	Firstly you could upgrade from BIND 9.1.x as it is well
	past its "use by" date.

	It means that UDP soa queries (or the replies) to his server
	are being blocked lost (see transfer-source) or your server
	is generating queries to fast (see serial-query-rate [don't
	use 10 as this will cause a REQUIRE failure]).
