update forwarding denied

I replied to a posting this morning; my reply had incorrect data.

My original reply:

I was mistaken as to which of our DNS servers produced this message.
The message was produced on a BIND 9.2.1 server, and the config
file has

     allow-update-forwarding { none; }; // no DDNS updates to slaves fwded
This answers my question 1).  But I still do not have an answer to
question 2).
