can bind be set up to always return a single IP?

Although not strictly a DNS/BIND based answer, if you are using a Web Proxy
to provide internet access to your users (eg. Squid), then why not configure
this error page there?

I administrate a LAN, and want to set up BIND so that it always will
return the IP address of my local web server for a particular range of
IPs... (ie a user goes to www.yahoo.com and is sent to 192.168.10.3
instead of yahoo IP)

so instead of getting internet access, the barred users will get a
webpage explaining why they do not have internet access, and how to
get it

I have read documentation on the bind webpage, but am a little
confused to how i should tackle the problem . . any suggestions ??
