Thanks for the response. However...

The issue as I see it is that if Server B sends a notify to Server A and
Server C, at approximately the same instant, and the zone is larger
than, lets say, a packet or two, then when Server A looks at Server C,
the serial will not yet have changed, because the zone is just starting
to transfer. How do I get Server C to notify server A, after it has the
new complete zone, even though it is a secondary as well?
