RFC1996 and IXFR dependency graph loops

I suspect you're reading too much into the RFC verbiage, but if you really
want a definitive clarification, you should probably try the namedroppers
mailing list (see http://www.ietf.org/html.charters/dnsext-charter.html for
further information).
