I don't think it is routing, I can ping the boxes involved (well
rata), but can't query them with dig!

Oh lucky guess "dig +tcp" works, but "dig" doesn't (using
rata.vuw.ac.nz)

Tommy claims there isn't a firewall rule on UDP port 53... I
think perhaps he should double check that statement. Although it
seems odd that it should only affect certain ranges of IP
address space.

Certainly looks/smells like a firewall problem to me, it could
be routing, but it would be very obscure routing trouble if it
was. I guess firewall bugs can't be ruled out....

Still I agree with Peter, a server on another network would
probably have saved you noticing this problem, although it might
leed to some odd head scratching when occasionally it failed
when that server was down......
