You misunderstand the limitations.  There is no limitation on the number
of concurrent IP connections on a non-server Windows O/S, though
Microsoft has set up such limitations on products that it sells. BIND only
needs IP connections and nothing more and those are not restricted.

Several years ago Microsoft did try and put a limit on IP connections, but
dropped it after protests were lodged. In any case, I don't remember the
last time I had fewer than 10 concurrent connections on my Pro box.
Between browsers, Web servers, Mail servers, BIND, etc. that adds up
very quickly to a lot of connections.
