Yes.

rfc 2136, paragraph three:

"Using this specification of the UPDATE opcode, it is possible to add
or delete RRs or RRsets from a specified zone."

To put it in hands-on terms: nsupdate works at the zone file level.
Adding and deleting zones from a server works at the server
configuration file level. There is no protocol definition for
manipulating server configuration files.
