ISC Bind 9 Service Fails with Fatal Error

I am running Bind 9 on Windows with SP4 and the latest critical updates.  I
rebuilt the machine on Monday because of the failures, but this morning the
service stopped again with the following errors.  I never had these problems
on 8.2.  Can anyone explain these errors?

socket.c:2230: fatal error: 
select() failed: Socket operation on non-socket 
exiting (due to fatal error in library) 

set maximum stack size to 0: not implemented 
set maximum data size to 0: not implemented 
set maximum core size to 0: not implemented
