Reverse DNS Mapping not working

Now I am getting confused. We have 32 IP Addresses (195.141.214.32 up to 63) and I cannot do reverse mapping for my servers myself? Where do the other ISP's lookup for a reverse mapping then? You see, I need some enlightment on this.
