I may be (I haven't had my hands on 13.3 server yet) that the server 
manager is doing the re-write. It is quite common for vendor specific 
"user friendly gui's" to support only a subset of the functionality, 
and when you do anything through them they re-write the config files 
- with any non-supported stuff missing.
