	The point is that errors do happen.  Saying that a domain
	does not exist is very different to returning REFUSED or a
	referral.  Iterative resolvers will skip skip your server
	in the later cases.

	tzo.com have not been delegated "." so they should not be
	making claims only root servers can make.
