Can bind read resolv.conf for forwarders?

I have two forward IP in options block:
Options {
	....
	forwarders { 192.10.1.32;192.20.12.14; };
};

How does these two IP being use,  
Round robin or always send to 192.10.1.32 unless does  not get answer from
192.10.1.32. then it will forward to 192.20.12.14
