No. You don't send NOTIFYs to arbitrary servers to let them know "of [your]
existence". NOTIFY is used to inform slave servers that a zone has changed.
See RFC 1996.

Depends on whether the zone has slaves or not, and on how quickly you want
changes to the zone to propagate to those slaves.
