named gets swapped in and out

Are you sure that their configurations are exactly the same? What about
named.conf? Is one a master and one a slave? If so, which one is growing
its cache? What about the fetch glue option? Are you sure that recursion
is disabled on both servers?

You haven't really given us a lot to go on here...
