An owner of a mailserver is completley free to reject mail for any reason.
And rejecting those lacking or with bogus RDNS will keep a lot of spam out
( and also a certain amount of legitimate mail, which _is_ a problem)
Using a reasonable accurate blocking list (SPEWS , spamcop ) will probably
reject more spam then RDNS, but not nessecarly the same mails.
