I'm not sure what would cause that error, since obviously you can get
the IP address of f.root-servers.net on a root NS query. BIND 8.2.4 is
pretty old though: maybe this is due to a bug that's been fixed for a
while. You could just ignore the log message. It would be interesting to
see if it's always complaining about the *same* root nameserver...
