Upgrade to 2000 DNS or stay with Unix Bind (Coexistence) ?

If the OP really wants to have a MS DNS server he can:

 * stick with ISC DHCP
 * have ISC DHCP send updates to BIND
 * do a zone transfer from BIND to MS DNS

What advantage does MS DNS give that the OP would want to move away
from BIND?
