I doubt you're going to find any discussion of "in-bailiwick" anywhere but on this mailing list, and even then, only from a few people.  As far as I know, "bailiwick" isn't defined or used in any DNS-related RFCs.  You could ask folks on the list to explain what they mean when they use the term, though.
