bind 8.2.7 : how to decrease forwarders timeout ??

Forwarders will be selected by their previous history ( by 
measuring RTT and zooming into the "best")

bind-9 is (afaik) still missing this RTT calculation when
choosing forwarder, it will always try the first one and only
when the first fails the second will be tried.
