It depends on the problem that you're trying to solve.  If you want
failover if the first server fails, you need to list multiple nameservers.
However, as you note, this will cause timeouts to multiply when the problem
is with the remote nameserver.  The latter should be relatively rare, since
it only happens when all the nameservers for an external domain are down or
lame.
