You shouldn't have to restart the slave server.

If your master and slave implement the Notify mechanism, the slave should
pick up the changes within about 5 minutes of loading the updated zone on
the master.  If not, the slave polls the master periodically, at a period
specified by the Refresh field in the SOA record.
