Having a root-enabled web service is not necessarily a better idea.

Recent versions of BIND need not run as root; in fact, ISC recommends
that you should use named's "-u user" option to run it as a non-root
user.  If you use that, the dns admin only needs to be able to "su"
to that same unprivileged user.  Or you could put users bindrun and
dnsadmin in the same group and make the files group-writable.
