How to forward email to a domain to a hotmail address!?

You NEED a mail server to do this, unless your hosting provider gives 
you a shell account or something -- that way your ISP can direct all 
mail from testing.com to an account, and from there, you can use a 
.forward file, or alternatively, your ISP can forward all mail received 
by @testing.com to a hotmail account.
