Same IP for NS1 and NS2?

If your registrar knows their job, no it is not ok. A registrar which 
knows its job will catch this and prevent you from delegating a domain 
to two name servers with the same IP address.

If you only have a single host to run a name server on, get secondary 
dns service from one of the numerous free or inexpensive providers.
