allow-query question

Is that because if someone is blocked by a setting in "allow-query", the 
answer can still be given because of the "allow-recursion" (via a 
recursive request from another NS)?  How is a caching server for a 
select group of customers setup (my guess is those customers have your 
stealth server configured into their NS)?
