delegation-only: Who?

I join you Jim in some confusion over this.  Could someone please explain
exactly how delegation-only works in terms of NS records, queries,
responses, etc.  Maybe a talk from client query to a dns server with
delegation-only turned on and how/what it does on the backend.  TIA
