It means exactly what it says.  The data in the public DNS database map the
domain name "mexxxico.com." to the IP address 0.0.0.0.  The owner of that
domain name has chosen that that is what the mapping shall be.  (The data
don't indicate why that choice has been made.  There are several possible
reasons, ranging from defensive through incompetent to malicious.)
