'bind-admin' for $USER or Clients ?

Hello, 

I am runing bind9 successfuly and now I like to do following:

I am running several WaveLAN systems Proxim Tsunami (54MBit) and 
Lucent ORINOCO (11MBit) and all of my Clients have fixed IP's. 

Now I like to offer the administration for the $USER-IP to the 
clients, so they can update there hosts them self. 

I was thinking to put the <domainname> into a postgresql Table 
with the <hosts> where the users can change the hosts as they want. 
Then I like to update the Zone-File each hour if somthing has changed. 
New Domains can added by the $USER but mut be activated by the 
sysadmin after successful registration. 

Question 1: Does anyone has done this bevore ?

Question 2: Ist there a ready to use Script (PHP) which can do that ?

Or can I update the Zones on the fly better with anoter technic ?

Please note, that I have checked more the 1000 ISP's and no one is 
offering a Service like this.
