Yes, if you are employing "split horizon" DNS service.

The lack of an "SOA" resource record implies the lack of that "zone" in 
the server's DNS database.  Since the "zone" isn't there, how do you 
think that *anyone* will be able to obtain it from the server using 
"zone transfer" ?  One cannot obtain what isn't actually there in the 
database.
