A resolver can do anything it wants to resolve a name. It doesn't even 
need to use DNS if it doesn't want to.

But, if you're asking can a DNS query with a QNAME of simply "test" 
return an authoritative, non-empty answer, then the answer is "yes, but 
only if the root zone contains at least 1 RR owned by the label 'test', 
or a 'test' delegation".
