bind 8 IXFR

That depends on your scenario.  If you manually change the zone file and restart or reload the server, an AXFR will occur.  If some program dynamically updates the SOA, then the IXFR will be "empty" (just have the 4 necessary SOA RRs with no deletes or additions.)

If a zone SOA changes even though there are no actual zone changes and IXFR 
is enabled, will the IXFR still occur?  If there is no IXFR log, does BIND 
somehow default to doing AXFR?
