round robin dns

Hey there all,

   I've been working with named for a while now and decided to try round 
robin dns to help split the load some. The problem is it is always 
pinging the same ip here is my setup in my zone file using bind 
9.2.4rc6

ns    14400     IN  A	67.15.6.98
ns    14400     IN  A   67.15.12.3
ns2	14400     IN  A	67.15.12.3

the domain is usalug.org any sugestions as to how I can get it to split 
the load? thnx
