A *copy* of the NS and associated glue records needs to present in the 
parent zone. But you need NS/A records in the child zone. Actually, you 
need NS records at the apex of *every* zone, or BIND won't load it. And 
of course you need A records for every name referenced by an NS record, 
which may or may not need to be present in the same zonefile, depending 
on the name.
