Yes, it's replaced by rndc in BIND 9 which has a lot more capabilities
than BINDCtrl and BINDCmd. There's not much advantage for them
over using the Services control panel or using the command-line
net start named and net stop named.
Windows couldn't use ndc like Unix but that's not the case with rndc
which can also be used for control from a different system.

As long as there's a BIND 8 release BINDCtrl will be there. BIND 8.4.5
is the latest release though it's still a release candidate.
There are plenty of advantages of BIND 9 over BIND 8. There are
architectural issues with the Windows port of BIND 8 that have never
been fully resolved. The BIND 9 issues are fixed with the latest
release and should be stable.
