As the name suggests, max-ncache-ttl just sets a *maximum* on negative 
cache TTLs.  If you have it set to 6 hours, and a zone has its negative 
cache TTL set to 24 hours, you'll override it.  But if another zone has 
its negative cache TTL set to 3 hours, it will be honored.
