Reverse Lookup Problem

Greetings again. I just noticed the period missing from 

231.29.38.208.in-addr.arpa on line

1	IN	PTR	statnet.ca

That's probably my first problem. Now when I
 
dig -x 208.38.29.231 a.k.a. dig -x 208.38.29.231 @0

it seems to be working but when I test another nameserver, say, for
example

dig -x 208.38.29.231 @CLGRPS02.AGT.NET

I get the same NXDOMAIN. 

 My question is, could this be because the nameserver simply hasn't
refreshed it's information yet and it will likely work tomorow?
