RFC-2317 zone file-first one!

Ok...I'm trying to create the RFC-2317 reverse zone file.  I've never done
one of these before...but I'm looking at
http://www.faqs.org/rfcs/rfc2317.html.  What I have is below, but its not
working.

The error I get is:  The description for Event ID ( 2 ) in Source ( named )
could not be found. It contains the following insertion string(s): Zone
"128-26.174.168.207.in-addr.arpa" (file revdb.207.168.174.128-26): no NS RRs
found at zone top.

Can someone please help?
