Why SPF over PTR?

Amongst the huge population of e-mail destinations i see every day 
it's a few ( so far ) that cares with SPF.

And until "everyone" is assumed to have SPF one cannot refuse mails 
since they lack SPF. To me it's unclear when it's starting to get usable.
