You and your provider have both failed to implement

You should not be seeing packets from 0.0.0.2. It appears
the Linux kernel knows that 0.0.0.2 (0.0.0.0/8) is an invalid
destination and generates "Invalid argument" rather than
"Network Unreachable" for that case.
