Dynamic updates & primary master redundancy

There is a project in my company that involves clients using
DHCP & dynamic updates.  They are concerned that if the
primary master fails, no clients can join until the primary
master is back on line.

I have been asked how to enable redundant primary masters.
The only thing I can think of is to hack something together
with rsync to a warm standby host that would be re-IP'd in the
event the primary master failed.

Does anyone have a better solution?
