Yes, you can create this zone file.  What's the problem you're having?

The zone file would contain entries like:

1.0 IN PTR host-with-addr-10.10.0.1.yourdomain.com.
2.0 IN PTR host-with-addr-10.10.0.2.yourdomain.com.
....
1.1 IN PTR host-with-addr-10.10.1.1.yourdomain.com.

and so on.
